I remember learning about this when I was like 11. The green man was never a legend, very real, very sad. He just wanted to be left alone.

The green skin was most definitely folklore, not a documented medical effect of the electric shock this man suffered. Electrical burns are documented as causing redness, darkening, charring, scarring.. but nothing like green skin. What likely happened is that he was often seen in car headlights, and since people knew later on that his injuries had to do with electricity the legend became that it turned him green, or made him glow.
