He'd need Congress for this, wouldn't he? The Small Business Association has a pretty good lobbying infrastructure in D.C., so it would be a challenge to get this done, especially with Congress as dysfunctional as it is.

Imagine all the businesses that needed real help during COVID19, that were shut out of assistance because the top multi-million dollar businesses got the lions share of funding, leaving very little funding for the businesses that truly needed it.😡😡😡😡
