When the girl was giving him the money, did she go and tell an elder that she was giving the guy the money to use for a business? I honestly don’t understand why they would arrest him. For example, if you give someone money to run a business or invest in a deal and the business doesn’t work out, it doesn’t automatically mean the person should be arrested. Sometimes things just don’t go as planned. They should give the guy some time to pay the money back instead of rushing to arrest him. Even if he can’t pay everything at once, they can agree on a payment plan and let him pay it little by little, maybe 50/50 or in installments until the full amount is settled. That would be more reasonable.
