US District Judge Indira Talwani on Thursday imposed a 14-day hold preventing the administration from implementing Trump's executive order as states race to prepare ballots for November's rapidly approaching midterm elections. The dramatic intervention comes barely a week before the first mail ballots are due to be sent to voters - and just three days after the Supreme Court overturned an earlier order from Talwani that had stopped Trump's directive. But the high court did not decide whether Trump's restrictions were legal. Instead, its conservative majority concluded that the challenges resulting in the earlier freeze had been brought prematurely. Now the administration has formally issued the Postal Service rules needed to put Trump's order into effect, Democrats and voting-rights groups have returned to court - and Talwani has once again hit the brakes.
