Leila de Lima said the impeachment trial of Vice President Sara Duterte showed that the Office of the Vice President (OVP) sought hundreds of millions of pesos in confidential funds before preparing a detailed plan for how the money would be used. During the proceedings, OVP Assistant Chief of Staff Lemuel Ortonio testified that the OVP sent a letter to the Department of Budget and Management (DBM) on August 22, 2022, requesting P250 million in confidential funds, of which P125 million was eventually approved. At the time of the request, the OVP had yet to submit a Physical and Financial Plan, breakdown, or computation detailing the intended use of the funds. Ortonio said the OVP prepared the plan only on September 16, 2022, after the DBM requested additional documents. De Lima highlighted the prosecution’s argument that the amount was determined first, followed by the spending plan. The defense, meanwhile, maintained that the confidential funds went through the government’s legal budget process and were approved by the Office of the President.
