Chan likes her but he doesn't love her rather loves the admiration she has for him and because of that, she will never be truly happy with him. For Hagi, he likes her in a sense that he likes the person rather than anything attached to their relationship. He truly values her and that is why their relationship would be better because it will go both ways unlike with Chan who seems to only understand his side of the relationship.
