They are stuck in a second Dimensional Universe: because they tried to time travel in a four dimensional one. Time covers all Dimensions, and everything has a relative starting point. Because of this all that your Universe is, is a blip along the infinite scales of existence, and at no point is anything more than just a blip, even things that exist longer than that which is a 4D universe. Of course the Morons of Earth think they are 3D, and while three spacial dimensions exist, the fact that it is full of independent 3D continuum all interacting with each other, makes this the 4th Dimension, as to be in a 3D universe: you would not be made of atoms, but instead lines and planes, the fundamental particle of the 4th dimension, is a completed 3D Universe, it has nothing 3D inside it, it itself has just reached that full potential: as inside are only lines an planes. You are relative to those lines an planes, some call this. soul, others have learned to extract, and duplicate, or destroy such individual patterns, of course most things at our domain level in this dimension have core or middle points of compression that are pushed to densities into negative dimensions: this provides all intuitive truths, including prophecy, but Hiesenburg uncertainty applies if you directly look instead of using faith to feel it, and it remaining unwitnessed until the event, shishogun, to wait for the reflection of time in your opponents eyes... To truly time travel without unravelling existence: you can jump forward and entire universal cycle, but can not ever go backwards. To go backwards in a 4th Dimension: you would need to command all reality the 64th Dimension, as to the relativity of the -32nd Dimension internal, it is inside everything infinitely the question is: how long has it been developing inside your core pattern, how long has your soul been eternal? For individuals like superman, Saitama, Goku: it has been developing for a very long time, just not always on Earth, but there is only one Earth: all other places in our 5th Dimension are nothing compared to it. Most world's developing with a few core species and absolutely no diversity. A mundane sapient existence.
