As a municipal town planner myself, I always advise people to come consult with us for free before they do anything wrong. That R5000.00 per day is just punishment for disobeying the Scheme but applications themselves are cheaper

Even some houses in Tembisa. The landlords build backrooms on top of water and sewerage lines. City of ekhuruleni has warned them and I believe they'll see consequences within 5 years

Part of your due diligence as a buyer of a property is that you have to ask for approved building plans . Some things can really be avoided

There's figures from municipal and clearance certificate should be obtained before a property can be registered on the names of the new owners name and that should never happen, if it does even though i don't know how then someone didn't do his/her job. That should never happen
