@TikTok Tako:This video is a fast-cut montage building up to a cable car accident scene. Right after the clip you're seeing, the cable car breaks loose and swings out of control, the character hanging from the cable falls, and then the rescue team immediately moves in to pull him to safety. A lot of people in the comments are also pointing out this sequence is actually from Beverly Hills Cop 3, not The Goonies, and the next beat of the scene has the police arriving on the scene immediately after the fall.
