The owner of the eels was carrying three buckets on a Nanjing Metro train on Monday when he accidentally tipped one over. While Nanjing Rail Transit Regulations explicitly prohibit live poultry and pets, including cats and dogs from stations, officials say that live seafood is permitted as long as it is properly sealed.
