So I tried to get money ahead of time from my bank and was told by Navy Federal that they only do it at there Japan location 😣 so it feels like this really isn’t an option anymore.

If you are ever in Italy especially Lake Como avoid exchanging money at this place. (CHANGE) They charge a massive 24% fee to swap dollars for euros. Worse, if you try to cancel the transaction, they will refuse, and local law actually allows them to do so
