In under three minutes at the August 25th City Council meeting, she used razor sharp satire to expose exactly what Flock Safety’s surveillance technology really enables, and it’s gone viral for good reason. Speaking as if she genuinely supported the technology, Brown said she’d always dreamed of having “unlimited access to surveillance technology to keep tabs on my ex-boyfriends,” and that Flock makes stalking easier than ever, no tracker, no reasonable cause, just “select a reason from a drop-down search menu” and instant access to 30 days of anyone’s location history.  She exposed that the only auditing system in place is Flock’s own internal audit, unverified by any independent source, while the city council has added zero oversight of its own.  That’s a company selling a surveillance tool with no real accountability, to a council willing to write the check anyway. Brown backed every word with receipts: a Florida officer who ran 192 inappropriate searches stalking a former partner and texted her details about her whereabouts with her children, a Kentucky officer criminally charged this past August for using Flock to hunt down her boyfriend’s ex-wife, and a Florida deputy who used the system to find and pull over an actress he’d met on a security job, nearly causing a head on collision.  This is Flock’s product working exactly as designed. She closed with EFF Cybersecurity Director Eva Galperin’s warning that “the goal of the abuser is to make themselves seem omnificent and omnipotent,” tying it to data showing stalking triples the risk of intimate partner homicide.
