Bans are based on how many reports you have on your account by other players. They pretty much confirmed this in there last dev blog something along the line of rust guard is running but we really need plays to help make reports of suspicion players. If the detection method that they swear is 100% accurate no false bans then why even bother with player made reports. So essentially if you keep losing fights just have your team spam report for cheating and the other guys get banned.
