Kindly, Honourable, u might be 100% right, and ur concern may indeed be justified. My only submission, from an engineering perspective, is that the current appearance of the road may not tell the entire story. There could have been poor workmanship, inadequate maintenance, financial mismanagement, drainage challenges, extensive cut and fill works, difficult ground conditions, or deterioration caused by traffic and weather It would therefore be useful to look at the before and after photographs, approved designs, BOQ quantities, actual measurements, material test results, maintenance history and payment records. That would help us establish whether we are dealing with construction defects, maintenance challenges, financial irregularities, or a combination of factors. I am not challenging ur observation, Honourable. I only believe that the engineering evidence should help us establish the full picture before drawing a final conclusion.
