Nah, people should be able to take a moment to themselves. specially when it can be 10-15 minutes between turns. no offense but, dnd combat isn't that riveting. most of us are playing to RP in the tavern

i need way more context. cuz this sounds very odd to act like grown adults cant have their phoned at the table. distractions and life happens. if theyre constantly doing this, i still wouldnt punish them in the game for it. id take it offline and address it like a proper dm. talk to them. ask them if there is a reason theyre not as engaged and if theres a way i can make it more enjoyable and immersive for them or suppprt them. dont be a dick to your players.

sounds fair to me. if they aren't pay attention out of game then they aren't paying attention in game. the only exception id have to this is if they have to use the bathroom.

I use a timer system, you have 5 minutes to tell me your action. You get extensions if you are stratagising or realise things won't work. This just keeps things flowing because I had one player who would literally take 10+ minutes to do something every round

Depends. We've had a single player spend 20-30 minutes debating his turn with others at the table instead of doing something and this isn't a one off incident. During those, a couple of us usually get on our phones to wait for him to finish his turn. He's 1 of 6 of us 😑

If it's a veteran player: fair. If it's a noob (maybe they were reading their character sheet, or something equally valid) : too far. Either way, if you set this expectation with the party at the start of the campaign, then follow-through is absolutely necessary.
