Tooro Kingdom should handle everything and the govt should just provide support! The omukama isnt like any ordinary man we have cultural norms and activities to do before burial, let those equipped with the traditions take charge and watch from the distance with support otherwise the govt might disrespect some of the norms ard the omukama burial ceremony( knowingly or unknowingly)
