Maybe you can ask them if you can walk their dog when you walk your dog. Because I agree that is so sad.

I live in an apartment complex and I noticed the same people who literally just come out to let their dogs go to the bathroom and then they go back in right after. I take my dog on a walk at least three times a day so that she can go to the bathroom, get some enrichment time, and exercise. I also never see them walking their dogs but see the same ones who do all the time.

Yup!! I have the same situation going on Nextdoor😳 I hear the dog bark constantly outside and it’s over 100 in AZ!!

Many people here in Oklahoma drive around the neighborhoods with the windows down with the dogs leaning out. This is not exercise; owners can do better.
