If a civilian had shot that student while aiming for the suspect, the civilian would be charged. Thats because the civilian is responsible for every bullet that is fired from that firearm. The cop is responsible.

I would say it's not the officer's fault But it's also not really anyone else's fault. Besides the robber by putting everyone lives at risk, the officer was doing his job. Just try and serve and protect. And although this is an unfortunate situation, sometimes this kind of stuff happens, but I'm still in support of him getting a little bit of a payout. Due to the officer, not having perfect trigger discipline, but another thing you must consider is that you don't see it from the officer's point of view. There could have been no choice but to fire at that point of time.
