Before John Agyekum Kufuor became President of Ghana, he had already built a significant political career. He served as a Member of Parliament during Ghana’s Second and Third Republics and was Deputy Minister of Foreign Affairs under Prime Minister Kofi Abrefa Busia. During the Third Republic, he became a leading figure in the Popular Front Party (PFP) and served as Deputy Opposition Leader. On 31 December 1981, Flight Lieutenant Jerry John Rawlings overthrew President Hilla Limann’s government. Parliament was dissolved, the Constitution was suspended and political parties were banned as the Provisional National Defence Council (PNDC) assumed power. In the early days of the new regime, some civilian politicians were invited to participate in the administration. Kufuor was among those who entered the early PNDC government. In January 1982, he was appointed Secretary for Local Government, a position that placed him in charge of an important area of government at a time when Ghana was beginning a major restructuring of its local administration. His appointment is one of the lesser-known chapters of his political career. However, Kufuor’s involvement with the PNDC did not last long. Historical accounts indicate that he left the government in 1982, after only a brief period in office. While later accounts often describe his departure as a rejection of military rule and the lack of constitutional democracy, it is important not to exaggerate or attribute a specific statement to him without reliable primary evidence. What is clear is that he did not remain a long-term member of the PNDC administration. Kufuor subsequently returned to opposition politics and became one of the important figures in the development of the New Patriotic Party (NPP). He contested the 1996 presidential election against Jerry Rawlings but lost. In the 2000 presidential election, however, Kufuor defeated the NDC candidate John Evans Atta Mills in the decisive second round, leading to Ghana’s first peaceful transfer of presidential power between two democratically elected governments under the Fourth Republic. On 7 January 2001, John Agyekum Kufuor became President of Ghana. He was re-elected in 2004 and served two terms until 2009.
