I won’t lie. I’ve been playing Pokémon for almost 15 years and I’ve never used a Milotic. Purely because it’s way more effort than it’s worth. Just make Gyarados and Milotic a gender split evo of Magikarp. Milotic really is the opposite of Gyarados.

Just to clarify the tiles only reset in Gen 4. In the Gen 3 games the randomized tiles are set and won’t change

iirc, someone created a tool that will map the "trendy phrase" you give at Dewford to the exact tiles. Also I'm pretty sure in RSE the tiles are static for each phrase. It's in DPPt where they change every day.
