Ongsa couldn't smell Nakhun's or Nakhin's scents. When he was being affected by Nakhun's pheromones it wasn't cause he smelled them it's because the pheromones were suppressing him and the vicinity around him. It's almost like being knocked down by an invisible force field. So no Ongsa as a Beta can't smell pheromones, but given enough power from an Alpha he can be suppressed and harmed by them.
