Because the soft tissue envelope is still holding its shape, the finger looks normal from the outside, but internally, the bone is free to move independently. This is actually a helpful diagnostic sign for a fracture or joint instability, doctors will sometimes gently manipulate the area (like what's happening here) to assess how unstable the injury actually is, which helps guide treatment, whether that's splinting, casting, or surgical fixation.
