Whipped cream dispensers are a major talking point at the Notting Hill Carnival because they are used to dispense nitrous oxide (laughing gas). The canisters are often referred to as "wasted" because they are discarded en masse as street litter after use. Nitrous oxide is classified as a Class C drug, making possession with intent to wrongfully inhale it illegal. Despite the law, video footage from past carnivals has shown police occasionally walking past people openly inhaling the gas. The Met Police stated that while officers are aware of the legislation, their main priority is preventing violent crime and managing crowd safety. Officers must make pragmatic, proportionate choices to de-escalate situations and avoid creating massive crowd crushes over low-level drug offenses. The sheer volume of discarded canisters creates a massive health and safety hazard. Cleaners frequently recover tonnes of canisters, which have to be laboriously hand-separated from ordinary trash because they can explode if compressed in garbage trucks.
