The camp, located in northeastern Syria near the Iraq border, is run by the Syrian Democratic Forces (SDF), a Kurdish-led military alliance that played a major role in defeating Islamic State forces during the war in Syria. After the collapse of ISIS’s territorial caliphate in 2019, tens of thousands of people connected to former ISIS fighters were taken into custody and transferred to Al-Hol. Today, the camp holds roughly 56,000 detainees, the majority being women and children from dozens of different countries. Many were displaced during the final battles that ended ISIS control of territory in eastern Syria. However, security officials say a large portion of the population inside the camp — particularly in its heavily guarded foreigner annex — remains deeply radicalized. Reports from aid workers and journalists describe an environment where ISIS ideology is still enforced informally through intimidation, threats, and sometimes violence between detainees. Because of this atmosphere, journalists and humanitarian workers who enter the camp to document conditions often encounter hostility.
