The driver is just standing up for his rights - people shed blood for those rights. It’s easy enough just to tell him why you pulled them over - if he’s not intoxicated or impaired in anyway he just give him a warning - and not signing off on his lights working that’s not protecting and serving. That’s just being a bully.
