I love the brainstorming, but I didn't have a ton of time to devote to this and was just looking around the house for options shortly before heading out. Yes, the straps are falling down. No, I didn't try to fix them because I had already decided I didn't want to deal with the social implications of showing up dressed as groceries. But I'm definitely getting a lot of ideas from the comments for future beach... bags...? (The name needs work.)

maaaan... screw what random people think. reinforce the bottom and rig up some suspenders for that thing cause you don't gotta suffer through a beach trip with sand up yer butt just cause people can't mind their business. if they're standing on the edge of the ocean with all of nature's majesty laid out before them and they choose to focus on a guy with no legs just living his life then THEY probably should have just stayed home.

thinking out loud i am no professional nor do i know anything about your situation: its essentially a set of waders. likely you could modify some waders and then have wet/dry protection. you could keep some or none of the leg portions. and then you would get better adjustable straps with padding built in.
