The owner should have put the dog way if they knew workers were going to be there. But that worker handled the issue wrong and yes he should of had to pay for the vet cost and the emotion damage the owner faced.

Not gonna lie, chihuahua's are freaking annoying because they yap nonstop and will nip at your heels but theyre absolutely no threat to you unless your naked and your flesh is made of jello.
