You are correct; that lane is an acceleration lane designed for people to accelerate to the speed of traffic before merging into traffic. Too many people just merge into traffic expecting people to slow down and let them merge without traveling at the speed of traffic.

Pretty sure the purpose of the on-ramp is to get on the expressway, and the part meant for speeding up is the part that straightens out, leaping up to the actual road. This is why cloverleaf interchanges have a speed limit of 25.

The obvious and safe action is for most to drive in the left lane and leave the right lane or lanes for those who want to exit or enter the road.

It is nice to speed up and merge into the flow of traffic but too often the right lane is jammed and no one is giving any room for you to merge in safely. Now some of that traffic could move over to the left lane to make room for someone in the on ramp but then those drivers being courteous would get a bunch chit from those who insist the left lane is only for those who want to tail gate and speed way over the speed limit.
