Changing of the guard,it happens every day. The guards that were protecting the palace and the King for the last 24 hours leave and the new ones arrive. No litter bins because in the 80's/90's people used them to conceal bombs so they were removed for safety.

As a long time Royalist I can attest what you saw is called changing of the guard . On the day Dolly died they played 9 -5 as a tribute to her . They do it about 4 times a week . The times can vary but it’s usually a late morning thing 10.45ish , 11ish etc.
