Basically, they buy American debt. American national debt is mostly made up of treasury securities(bonds and notes). They’re official promises that the U.S government will pay back cash at a specific date with regular interest. Foreign countries own about 23% of the total U.S national debt. Countries like Japan and China buy these bonds because the U.S financial system is stable and grantees a reliable return. But the vast majority of U.S debt is owed to the American people, rebate funds, and the U.S government itself.
