Badan Pusat Statistik (BPS) menegaskan bahwa seseorang yang bekerja minimal satu jam dalam seminggu sudah dikategorikan sebagai penduduk yang bekerja. Hal itu diungkap Deputi Bidang Neraca dan Analisis Statistik BPS, Edy Mahmud dalam konferensi pers pada Kamis, 5 November 2026. . Edy mengungkap bahwa konsep tersebut mengacu pada standar International Conference of Labour Statisticians (ICLS) yang diselenggarakan oleh Organisasi Perburuhan Internasional (ILO). . Menurut Edi BPS telah menerapkan konsep tersebut sejak awal pelaksanaan Survei Angkatan Kerja Nasional (Sakernas).
