Once on trailer or before putting in water this interaction is completely voluntary by boat owners as USCG does not have jurisdictional powers in this instance. That said getting the annual safety sheet when not fishing is not such a bad thing.

See. When you don’t take offense, when you just comply with a safety check, it all goes smoothly. Now had he started cursing accusing them of discrimination, asking questions over them, calling for a supervisor…it would have gotten sideways really quickly.
