When longtime 60 Minutes interviewer Mike Wallace called Jiang Zemin (then China's president) a dictator to his face in a rare August 2000 interview, Jiang called it "a big mistake." Robert Anderson (the CBS producer in the room) understood why. "He bristled at that word," Anderson said, "because by their definition he is not one." Chinese has two words that English translates as "dictatorship." "Zhuanzheng" is the dictatorship of a class. The standard Chinese dictionary lists "democracy" as its antonym, so the official name, "the people's democratic dictatorship," puts two words the dictionary calls opposites side by side. "Ducai" is the autocracy of a single person, the word China uses for Chiang Kai-shek. In his essay On the People's Democratic Dictatorship, dated June 30th, 1949, Mao Zedong used both. He quoted his critics saying "you are dictatorial," and answered: "My dear sirs, you are right. That is exactly what we are." Then he wrote: "The people's democratic zhuanzheng, or call it the people's democratic ducai. Either way it comes to the same thing." But the official English translation cut that line. If you read the essay in English, you have never seen Mao call his own state a "ducai." Nobody edited the Chinese. Read it in the original and Mao is still calling his own state a "ducai." This was the last time that happened. After 1949 the state stopped treating them as synonyms. "Ducai" was reassigned to enemies. In the 1981 resolution on Mao's rule, "ducai" appears exactly once and refers to the Nationalists. Mao gets other vocabulary like "personal arbitrariness" or "the cult of personality." Deng's 1980 speech on one-man rule uses "ducai" zero times. The constitution carries "zhuanzheng" four times and "ducai" never. In December 2021, the State Council (China's cabinet) published a white paper arguing China is a democracy. One section heading, in the government's own English, reads "The Governing System of the People's Democratic Dictatorship," with "dictatorship" in quotes, as though the word shouldn't be taken literally. The Chinese version has no quotes around it.
