They’re not all completely closed loop systems but they’re close. Alberta would be the first province to sustain water shortages. Ontario and Quebec wouldn’t have as many issues. But it’s part of the demand to build. America is just choosing not to because frankly they want to squeeze the last drop out of America before they declare it a wasteland.
