You obviously don’t like California much. You constantly give it very low ratings when it’s not like that. California has a better economy than most foreign countries. Sure California is expensive to live here but it also pays better than other states. The homeless problem is more a reflection of people coming to California to be homeless because the weather is better here. Schools are ranked very high, the have higher admission requirements and graduate more than good colleges in other states. You just show you have a negative bias against California. Your assumptions are very biased.
