I don't think the hat send people on the house they represent the most but the one they value/can grow in. Peter could have grown in Gryffindor but his fears were too big.

It actually makes perfect sense. The same reason why Hermione isn't in Ravenclaw. She didn't value intelligence and knowledge above all. She stated that there are more important things than books and cleverness, like bravery and friendship. Similarly to Peter power and strength was everything. He gravitated towards it, but he didn't have the ambition that slytherins have. He idealized and admired people that are headstrong leaders.

They're frying you in here but you're right. I've gone into detail about it before. I understand how Lockhart is a Ravenclaw but not Peter being in Gryffindor. The only logical explanation is if Peter begged to be in Gryffindor like Harry did. Peter is cunning, ambitious and does not have a moral compass. He values success for himself not justice.
