Require closed-loop or immersion cooling that uses almost no water, ban on-site production wells, and make the developer meter every gallon, fund independent monitoring of nearby wells, and pay to fix any that drop. The risk stays with the project, not the neighborhood. require a full independent hydrogeological study before any approval, with results made public, and hold a second public hearing on water impacts once that study is done. Residents deserve a vote on the facts.
