um actualy☝️🤓 the stalin didnt want to put resources to prepare for barbarossa mainly becouse literally germany, or any axis country wasnt ready to attack ussr. such attack isnt possible to make with one operation like Poland, france or norway - normal army should even plan to stop fewhundred kilometers before moscow. going further, we can say that ussr was preparing to war, becouse in years 1938-1942 ussr implemented a five year plan aimed at shifting the civilian factories to military ones. it was of course stopped in 1941 due to massive relocstions of factories to east caused by axis invasion.
