Magtanggol Panopio says he was surprised when he learned that the Department of Education, under the term of Vice President Sara Duterte in 2023, used his certification for the youth leadership summits in the 7th Infantry (Kaugnay) Division as a liquidation document. Speaking before the Impeachment Court on Tuesday, Sept. 1, Panopio said the certification was only issued to state that the summits were conducted. "Hindi po namin sine-certify anything about money or funds," he said.
