He shoots her in the abdomen, leaving her critically injured. Importantly, Saxon didn't originally intend to kill Debra—the shooting was part of his attempt to escape and eliminate the people threatening him. Debra survives the shooting initially, but the injury ultimately leads to the tragic events of the series finale.
