A police officer has been accused of using his “handcuffs like a knuckle duster” during the arrest of a man in Manchester that is now being investigated. Video of the arrest has gone viral and shows an officer striking a man in the face while detaining him. He appears to be holding handcuffs in the hand he is using to hit the suspect at the time. Greater Manchester Police (GMP) said it is “aware of footage circulating on social media which captures only part of the incident”. “While we understand the footage may raise questions, it does not show the full circumstances officers were dealing with, including an assault on officers and the challenges presented by a large crowd gathering around the incident,” a spokesperson said. The “full circumstances of the incident”, including all available footage, will be reviewed by our Professional Standards Directorate “to ensure complete transparency”, the spokesperson said, adding that “further updates will be provided when appropriate”. Other footage of the altercation shows two officers trying to detain the man who responds by throwing punches at them, as a small crowd gathers around them. Many are recording the incident on their phones. When they get close to the officers, one sprays pepper spray in their direction. GMP said the incident occurred after officers on foot patrol in Piccadilly Gardens approached a man in relation to a suspected drugs offence and “attempted to carry out a drug search”. “During the interaction, the man became violent and assaulted two officers. One officer suffered a suspected broken jaw, and a second officer suffered concussion.” Both officers were hospitalised, the spokesperson said. The suspect was also taken to “hospital as a precaution but discharged back to police custody where he remains for questioning”. He has been detained and arrested on suspicion of two counts of Section18 Assault.
