In a country full of surveillance I don't understand why they didn't end the pursuit. not defending the criminal at all but just trying to point out the fact that law enforcement could definitely find the individual without a chase. it was a horrible situation that could have been prevented by not shoplifting at all but law enforcement maybe could implement new ways to catch criminals without risking the lives of innocent individuals.
