It’s called malicious compliance. The person who made the initial decision to ruin everything learns what they ruined in the worst way possible. They’re not doing it to avoid work, but to teach new boss a lesson on why it’s kind of important that they have their personal phones at work.

The boss is a jerk. I side with the employee. Don’t expect double standards. The boss indirectly said they expected the IT guy to carry his phone despite the fact the rest of the company can’t. The email said no exceptions. If this didn’t happen and the it guy had his phone he could be written up for being prepared becasue it’s against the rules.

we're IT. Any issues requires a ticket, even a major outage. Exceptions would be if we're contacted directly by phone and told to work on the issue while the reporter creates the ticket. If we work on that issue without a ticket, our ass is on the line.

I’m making the assumption that he technically didn’t notice it and only knew the problem happened at 4:45 because he got a text and then later shot the first call was at 4:45 and then when called back was told about the issue so an assumption can be made that the issue came about around 445
