Wrong, board operator controls flow with control valve. Once bypass has enough flow and control valve is closed you them block in the control valve.

We all know it's never going to be a one inch control loop that they're going to have us bypass. It's always some valve that's never been turned in 20 years.

In real world you will get a permit and the operator will bypass as the control room keeps flow steady control valve will adjust itself as bypass opens
