They were not locked below. It was worse than that. Titanic had no alarm system. No klaxon, no announcement. Warning meant a steward knocking on doors one at a time, and the order to bring third class women and children up did not come until about half past midnight. The first lifeboat had already gone. Olaus Abelseth testified that steerage passengers climbed over the railing and up a cargo crane to reach the boat deck, because the gate was shut. Asked whether it was locked, he said he did not know, only that it was shut so they could not go that way.

Steward John Hart, under oath at the British Inquiry, on when he was finally told to bring third class women and children up: "It must have been three parts of an hour before the word was passed down to me." The ship struck at 11.40pm. That puts it around 12.30am. The first lifeboat had left at 12.45.
