Possibly. Although, I'd argue that protecting unarmed people from being slaughtered isn't what the guardians meant. It's more like, "don't be a tool of random governments." But, also, the guardians are not always right. I bet, before this is over, we see good reasons for Hal to question the guardians.

it's not usually a hard no, it's just that most terrestrial conflicts are way below lanteen paygrade. he's not really a bank robbers and street thugs kind of hero. planet cracking technology? nuclear war? mass genocide? these can start to get in jurisdiction. he's more of a universal scale hero. it's like sending the navy seals on traffic enforcement or something. overkill is a polite way to say it. also, there's issues of sovereignty such as a certain ring bearer who was VERY involved in their world's terrestrial affairs and kind of soured it for everyone.

An ongoing plotline with the Lanterns is them politicking and arguing with the Guardians about what they do and don’t get involved with. In the grand scheme, it’s possibly the Guardians wouldn’t have cared about this but it’s also possible the moment Lex started creating rifts that GL had a responsibility to stop it. It’s the beauty of the comics, it’s an annoying authoritative force that Lanterns often disobey in the name of good

yeah that's who Guy is he doesnt care and hes too good at what he does to be disciplined and if you did he'd just ignore you anyway. If Hal didnt get the ring it was meant for Guy and it was proven he'd be the best possible green lantern until he died like 2 years later.
