I think that, in Steven Universe’s Earth, Gems are generally regarded as legends or myths from ancient civilizations. Their ruins, infrastructure, and ancient structures would already be known to modern governments, but they would be located in areas classified as protected natural reserves, national parks, or other restricted zones, keeping civilians away from them.
