physical strength never ment anything in one piece beside the early arcks this is oda showing us that kuzan throwout the years reached garps strength this training lotraly was to strengthen their haki olso jts shown wen garo and kuzan clashed that the same bam sound wa shade by bothe sides meaning their haki was equal but kuzans haki is stronger since he was havaly mentally nerfed

your forgetting the fact that this was from the perspective of Kuzan. how do we actually know he caught up to Garb in that training, we only saw his pov of it. since its his memory he could lie about being as strong as Garb for all we know.
