A few people have suggested waistbands for the jumper. The other thing I do is literally just pull the side of the jumper and tie it in a scrunchy and then tuck the tail under. Does something similar and I find it’s less hassle personally

For the jumper/dress combo, thrift an elasticated belt that is waist sized, and then you can tuck the jumper in to the belt like in your example picture

you can wear a belt or a special band you can buy over a dress and then tuck the jumper up into that to crop it at a better length
