Full details are for Budget Day, but he said there's a lot he's already said, and a lot we can say. He's looking at what other countries have done; the UK already has a scheme, Sweden has too. Granted, you can't just lift one off the shelf, it has to work for Ireland, but a few things he says he can say: Firstly, there has to be a certain amount you can put in tax-free, an annual allocation into the account. Secondly, that has to be capped, because this isn't about the uber wealthy or moving money around, it's about getting new people into this culture of investment. Thirdly, a flat annual tax rate above that threshold, and that should be the only tax applied to the account. And fourthly, the one he says is absolutely crucial, the liability to deal with the tax should sit with the provider, not the person. Keep it as simple as possible.
